For our weekly feature, "Moveable Feast," Rachel Hutton of Minnesota Monthly joins John Birge to talk about where to go and what to eat in Minnesota.

With tax day approaching on Tuesday, April 15, John and Rachel talk about good places to find cheap eats if you owe taxes, and good places to splurge if you're receiving a tax refund.

For those who may be a little out of pocket after taxes come due, Rachel typically looks to no-frills ethnic restaurants for good, inexpensive eats. For Mexican, Las Teresitas — which is located near the MSP Airport — offers a portable salsa bar that taxies around the dining room, making it easy to sample. Nicollet Avenue's Eat Street district has Krung Thep for Thai food, Evergreen for Chinese cuisine, and Jasmine Deli for Vietnamese fare, including banh mi sandwiches.

Now for those getting a big refund — and what else to do with an unexpected windfall than go out and spend it? — some places to splurge include the new champagne bar, Relevé, at the Graves 601 hotel, the dry-age bludgeon of beef at Manny's, or the tasting menu at La Belle Vie.
